Windows 10 created hundreds of folders on my C: drive that looked like this: 2cb82afabfb1c, and each one of them has Sandbox as subf older. They are empty as far as I can tell. But, you cannot delete them without changing the permissions from SYSTEM, and you would have to do that for each folder one at a time.
